The North Carolina Utilities Commission has issued an Order allowing Public Service Company of North Carolina, Inc. (PSNC or Company), to increase its rates and charges by approximately $15,188,102 annually, offset by a $9,220,399 reduction in fixed gas costs, for a net increase of $$5,967,703. The overall increase allowed is 1%, and is effective November 1, 2006.
On April 3, 2006, PSNC filed a general rate case application with the North Carolina Utilities Commission. The Company initially requested a net annual increase of $20.9 million in its rates and charges for natural gas utility service, which amounted to a 3.6% increase.
This general rate increase results from the Company’s need to recover costs related to expanding and operating its pipeline system and the need to earn a fair and reasonable return on its investment, which was only 6.86% during the test year ended December 31, 2005. The Company has not increased its base rates since 1998. Since that time, PSNC has added more than 2,200 miles of transmission and distribution mains, installed over 126,000 new service lines, and added more than 100,000 customers to its system.
